My answer is "no". We do not control the other individuals on this rock ball, only ourselves.

A hammer can be used to drive a nail or bash a skull in. The man who invented the hammer is not responsible for the countless hammer-crimes committed by others since it's invention - only the man wielding the tool is responsible for his use (or misuse) of it.
