His theory sounds reasonable to me, since the 8.1 earthquake in Mexico has caused all kind of plate movement (32 feet side to side motion). If the plate puts pressure on the western side of South America, it could cause a slight downward pitch, lifting the Eastern side up just enough for the water to temporarily drain. then when it levels back out, the water will come back. I believe it could also cause what he said happened in August, where the water drained away from the east side and huge waves came crashing on the west side.
