OK, I found where it's going to be Completely Simulated, meaning, the First Response Teams will setting up their equipment and Medical Teams will be setting up Field Hospital.
Like A movie, They will not be shutting down any of the cities functions, transportation, electric grids or traffic lights. No, it's to see if the Organizations that are Tasked With Handling A Crisis is Prepared and Ready.
They performed a small scale one here in Phoenix, up at Bartlett Lake in February, used the National Guard Medical Unit with those Full Bio-Hazard Suits.
We were there camping, fun to watch, lasted a week, we got to play as casualties.
