As can be seen, bright lamps (well spotted @"Moonmagic" ) create the blue glow, and some kind of confetti is pushed up and comes floating back down. Makes me want to start a photo thread for all to participate in -- weird effects in photos that look like UFOs. I've had a couple come out like that without having tried to achieve that effect.
