Fractional Results? I won't even begin to claim to understand how that works but I don't need to understand the How, just the results.

It's all just an illusion to give Americans the 'idea' that they are actually going to make a difference by voting for their candidate.
I can't remember where I saw it, here or somewhere else, but this only confirms what Wikileaks exposed.
Especially if this software system was installed in 2001 and first used in 2006.
During the 2008 election, Pres.Bush's team was already going thru the transition with Obama and his crew BEFORE the Nov. 11 election.
In other words, the people never had time to vote yet, but the Establishment already had their 'guy' picked.
And let me tell you, the Bush's -- especially Daddy Bush -- is just as crooked and ruthless as Hillary, if not more.
He just wasn't as careless and negligent as Hillary apparently is.
Daddy Bush was sneaky in his dealings and flew under the radar undetected.
People suspected shit, but nothing like the stink Hillary has around her.
Now then, about the connection to the software of shaving votes and Soros, maybe this can shed some light on it.

That is precisely the psychological reaction they are going for - to get the opposition voters to just throw their hands in the air and stay home.
Otherwise, they cannot maintain the illusion. If everyone voted for their opponent, and everyone KNEW that everyone voted for their opponent, yet they take the field instead, the illusion goes up in a wisp of smoke...
... and hell follows closely on it's heels to be paid.

Laura Silsby was the former director of The New Life Children’s Refuge that was stopped at the Haitian
and Dominican Republic border with 33 children that they claimed were all orphans.
None of the children had any kind of papwork or documentation necessary for crossing borders or identification.
Silsby and her cohorts tried to say that they were taking the children to a set up an orphanage.
After authorities investigated they realized that none of these children were orphans and that Silsby and her
accomplices had stolen them during the chaos after the earthquake.
The story starts to get interesting after the Clinton Foundation helped Silsby and her accomplices out of
trouble with the law on the means that they were doing “missionary” work.
The lawyer that represented Silsby and her accomplices was none other than a convicted human trafficker
himself, one Jorge Puello Torres.
The story gets even more interesting after Huma Abedin emailed Hillary Clinton directly several times regarding
Silsby and the “missionaries” that were arrested in Haiti.
There are also plans for the amount of money that it would cost to house the children from another released email
titled “After the wheels are off the ground.”
Hillary Clinton and Huma Abedin’s extreme interest and following of the incident are suspicious enough but the
fact that the Clinton Foundation helped them get off by pressuring the authorities also points to them trying to
cover their a**es.
