You're right about people "learning" their bad behavior is tolerated thus continuing to do so. It's like pavlov's dogs or clicker training a cat... they learn and they repeat. It's a good thing to teach ourselves to identify the pattern and not put up with it... even though that is not always as easy as it sounds.
