Washington DC does not respect our military anyway. If I were a serviceman/woman stationed there, I would feel like I was in enemy territory from the start. First, they were made to sleep on the parking lot ground in the freezing cold.

It's time for the states to call their boys home.
It didn't say in the article, but I gather that the MI-NG contracted a local food service for their meals. It is likely that the other state NGs used other food sources. It's not like they all got food though the same service, although they may have. If so you are correct, there needs to be an investigation, otherwise this may come under local health codes.
