President Joe Biden has made aggressive use of executive orders since being sworn in on Jan. 20, acting without Congress on issues across the spectrum even as he calls on lawmakers to work with him on giving more aid to Americans hurt by the coronavirus pandemic.
Biden’s orders to date affect health care XLV, +0.75%,  the energy sector XLE, +1.48%, prison stocks and other areas.
