The duty station for that particular posting is in New York, and it's a single post, a co-ordinator for field units. The actual DDR "officers" would be national troops of a UN member nation, since that is where the UN gets ALL of their troops from - they don't hire independent "civilian" troops en masse.

They DO occasionally hire supervisory staff and singletons for various jobs - I know a fine young man that was working a contract in Bosnia. He was given substandard equipment, and some of the locals took a case of the red-ass at him. His bacon was saved by regular "UN" troops from Turkey of all places. They refused to get involved in the fight themselves, but did smuggle him enough of the "good stuff" to fortify and successfully defend his domicile from the onslaught, which took the piss right out of the locals.

This posting is for a co-ordinator to run 2-3 separate DDR actions at a time. It does not specify where those are/will be. Virginia is a possibility, along with one or two other states at a time, but I've not yet figured out how they would smuggle enough UN troops into the country, right under the noses of our own military, to get the job done. The Federal Government generally takes a dim view of foreign troops making war on OUR soil.

In Virginia alone - not taking into account the other one or two areas at a time - they would have around 500,000 guerillas to contend with in 3 to 10 person cells. In order to obtain a numerical superiority for concentration of force, and to cover all the points that would need to be covered, they would need around 5 MILLION troopers and support staff, just for VA. I'm not at all sure the UN could convince enough member states to send in their entire military establishment just to "pacify" VA. Who would then run roughshod over their citizens back at home? Most UN members would risk losing their own countries to pacify a single state in America, and there aren't any percentages for them in that.
