I believe this video is showing areas that burned in CA earlier this year, but this is the same type of thing that's happening in the Southern CA fires.
It's called a DEW weapon (Directed-energy Weapon).
Look below at how the fire only burns half a house and the other half looks untouched. A "normal" fire wouldn't do this.
