Actually, I saw one of the whistle blowers talking about Hurricane Harvey, Irma, Jose, and Maria recently. He said they do form on their own in the ocean, but then "they" use these laser beams to make them stronger and guide them where they want them to go.
Don't you think it odd how many we had in the Atlantic all at the same time, and how big they became?
