That depends entirely on whether Little Kimmie wants to maximize destruction or maximize radiation - can't do both in the same blast. If you maximize one, the other is minimized. Basic physics of nuclear explosions.
I'm guessing he'd rather maximize destruction, because a radioactive cloud floating along and getting weaker by the second is far less dramatic than wide-spread ruins, and LOTS easier to rebuild from.
