Well, I suppose he could be responsible, but the only way would be for the Elite to make it public that they are using their HAARP weather weapon as a way to get back at Trump for trying to dismantle their control group. I don't think they will be admitting this anytime soon, so how are the MSM blaming the hurricanes on Trump?
