As mystic said, it's from a UK TV show called Most Haunted.
It's been on TV for many years and AFAIK they do not have a reputation for faking anything.
Their shows are fairly formulaic and they rarely catch anything more than knocks, bumps, eerie "feelings" and temperature changes.
In saying that... I'm not all that convinced by the figure on the stairs - It has a slightly jerky motion (which could just be due to crappy video upload frame rates) but it makes the motion look a bit CGI to me?
I have no idea why they'd start faking stuff after all these years, so IF that's the original unedited footage, I'll give them the benefit of the doubt.
