They have the metal particulates in us, they have their "electromagnetic impulse generators" (cell towers) in place, and they have this technology for controlling our thoughts.
I feel like, or would like to think, this is the way it started out.
Scientists wanting to do good and understand human behavior and such.
But as show through history, Man always likes to dabble on the dark side
And this is what is happening now IMO
They took what was meant to actually treat people and figured out a way to use it to control them.
Will it be turned against the mass as a whole one day?
Or just a select few that they may need to be their Universal Soldier for military (SyFy movie come to real life)
