Ms. G., it seems the smaller HAARP thing-a-ma-gig must have a dead battery or two, preventing the storm from reaching the strength they had hoped for. I guess the battery that keeps on going and going finally ran out of juice.
Also remember there are several countries testing and using HAARP systems world wide, and by the way they are much smaller with the latest technology.
