It's every major city at this point, maybe not one in every state, but a good handful.
Basically, we are witnessing the formation of MEGACITY's, as depicted in the Judge Dredd universe. It's the true polarization of this country. You either go into them, or you run from them, sadly most will seem to end up within their walls and the rest of the land will be nothing but small encampments of outcasts(aka, rational americans with classical ideals).
