I spent quite a bit of time in the Middle East. Quick story from Saudi Arabia circa '82. Some guy left his wallet on the counter of a 7/11 equivalent (do they still have 7/11s?). Anyway, I saw it sitting there ... unmoved ... for nearly a week. No one would touch it ... because it meant your hand if did. Some mullah must'a come by and picked it up after an appropriate amount of time.
The funny part that makes this a story: every time I came in there, you could almost hear people holding their breath hoping I would touch it. They don't much care what happens to infidels over there.
Lashing is a serious punishment. I'm disqualifying myself from the pool of folks who would write rules for its use.
