Violence against innocent civilians is one of the planks of revolutionary communism, codifed in instruction manuals by, among others, Mao and Che Guevara. The basic idea is to attack civilians to show them that the government cannot keep them safe, and their only hope is to join with their oppressors, the communists, in order to gain safety. The goal is to weaken government control and strengthen communist control by forcing "opressed masses" into the communist fold by use of violence against them.
Diogenes was eating bread and lentils for supper. He was seen by the philosopher Aristippus, who lived comfortably by flattering the king.

Said Aristippus, ‘If you would learn to be subservient to the king you would not have to live on lentils.’ Said Diogenes, ‘Learn to live on lentils and you will not have to be subservient to the king.’
