 This did not happen overnight. There is no way that the US military is not aware of their activities.

How they plan to use the information is another story.

With all the land that China has, as well as the huge number of people, it has to be a strategically move. 

China has "14" bordering countries. Their seaward side is the side they can strengthen with the least amount of conflict. And the most logical to secure.
