The surviving serfs, of course! They all get gathered into manors, are then tied to the manor grounds and banned from leaving, then are taxed 100% of their output in order to insure the Manor Lords are taken care of in the manner they would like to become accustomed to, and if any of the serfs balk or appear to be getting other ideas, the Manor Lord just rides out and says "you appear to have a touch of the covid, so your Betters have determined you are in need of a booster shot"... once that serf dies from that, the rest just fall back into line.
Who needs carbon credits when the Manor Lords can just ride out to the fields and say "What have you produced? Give it all to me".
