But I would say the Unknow Tech being tested is the best answer, or,,,,,, he forgot to use New Batteries!!!

There's all kinds of underground bases out there, so I'm going with the tech testing theory.  If it's his batteries, he needs to switch to the Energizer.

So, how do you "measure the rate of time" out in the desert?
and what is a "differential time rate meter"?

I thought that you could only detect different rates of time by having TWO synchronised and VERY accurate timepieces, one at a control site and one at the test site (or on the test craft...) and then comparing the two after any experiment or test?

Anyway, you can in theory slow down the rate of time by the application of a very strong gravity wave/beam.
I think we touched on it in another thread?? (A lit candle placed in a high energy gravity beam will stop (in time) and won't burn down any further, but still gives off light!! Proving that light exists independent of time...)

I doubt that the researcher has the capability and tech to detect a 20 nanosecond "warp" in time, but if he does then... maybe they're testing gravity beam weapons or drive technologies on one of the bases out there?

I've scoured the internet for any information about a 'differential time rate meter' and it
doesn't look good. This maybe is a 'Man-bites-Dog' story for feel-goods.

Depends on your definition of “proof.” KVVU-TV in Las Vegas reports that Warren made the discovery using a gizmo called a DT Meter, or differential time rate mater. Warren says the device was created by a Silicon Valley engineer named Ron Heath, who has no discernible presence on the internet. The device apparently consists of a 100-foot cable with a sensor on one end. The device sends a signal down the length of the cable and measures the time it takes to reach the other end; theoretically, the device can detect small perturbations or differences in the speed of time itself.

Warren says that using the device allowed him to detect a spot in which time slows down – imperceptible to the human consciousness, but enough for his gadget to detect:

Still, the idea of a time anomaly is interesting given that there are known areas on Earth in which gravity behaves differently. Could a real “time warp” be possible through some time of tiny, localized wormhole? Could this be what causes so much weirdness in the Las Vegas desert? Or might all that sun play tricks on people’s minds?

hmmm... the time it takes a signal to travel down a cable and back can be affected by many different things.

A variation in the signal supply voltage used can cause changes in signal velocity.
A variation in the frequency of the signal itself can cause changes in its velocity.
Passing the cable through a magnetic field can cause changes in signal velocity.
Changes in temperature can even cause changes in signal velocity.

If his "detector" was set up and tested in an air conditioned lab and then used out in the desert to actually get the results then there could be a measurable slow down of the signal, simply due to the temperature variation!

Smells like bullshit to me... but the only way to really evaluate the claim would be to know all the steps in his "experiments" and the construction of his device. 20ms really isn't a very big warp, and could conceivably be caused just by moving the device from one place to another at varying speeds.

In other words, Warren's "time warp" could just be an artifact of poor experimental design and control.
