Me too. I can't help but wonder why a PhD would allow a document with such egregious errors and archaic, stilted terminology, wording, and syntax to ever be released to public view without at least a cursory proofreading by a grad student, or at least a fifth grader. I presume the author was attempting to emulate Legalese, and doing so very, VERY poorly.

I once knew a preacher who would attempt to use 17th century English, because he had read it in the King James Bible. He did so dismally - never got the syntax correct, always mixing tenses and person as if there were no rules to the language at all. It was as if he thought that all you had to do was salt in "thee"s and "thou"s and "shalt"s and whatnot here and there and presto! out came the Queen's English! His speeches were painful to watch - attempting to read this reminded me of him.
