  Rogue Cup Challenge Vol 8. DuckforcoveR vs IAMTAT
Posted by: FauxMulder - 07-17-2020, 06:41 PM - Forum: Life's Games - Replies (64)

Welcome to Vol 8 of the rogue cup challenges. I will be the narrator, @DuckforcoveR is player 1, and @iamtat will be player 2.

Two truths one lie.

Claim #1: On deployment while in the US Navy, a nuclear submarine recieved a red cross message for one of their sailors. The ship I was on was tasked with meeting up with the sub in the middle of a storm to get that sailor off and flown home. I flew with him on the helicopter to Panama where he got on an airplane to go home.

Claim #2: A good friend of mine took me to New York City, where he was from. I was 19 at the time and used his drivers license to get into bars. I drunkenly stumbled towards the bathroom door and as it opened I nearly stepped right into none other than Alex Rodriguez.

Claim #3: Mel Kiper, the NFL draft guy, lives a few miles from my house. Him and his wife are regular customers at my wife's restaurant. Over the years they've become friends with her and we have been to their house for dinner a few times.

Ok, hope y'all are ready! DuckforcoveR is up first.

Tongue Chicago Mayor calls Kayleigh McEnany a "Karen"
Posted by: xuenchen - 07-17-2020, 05:07 PM - Forum: Political News and more - Replies (8)

Chicago Mayor  Lori Lightfoot told White House Press Secretary Kayleigh McEnany to watch her mouth after Lightfoot was offered Federal help to battle the Chicago Jackass gun violence !!

The Mayor is real touchy and is blaming Trump and anybody and anything else on the Chicago problems.

Of course it's not Chicago Leadership is it tinycool

Lori threw in a major slur while she was at it on Twitter....

“Hey, Karen. Watch your mouth,” posted Lightfoot on Twitter.

These Ph(D)emocrats in these big failing cities need to think about the old "Glass House" saying tinylaughing

Quote:Embattled Chicago Mayor Lori Lightfoot told White House Press Secretary Kayleigh McEnany to “watch her mouth” after the Trump official offered federal aid to her city to help combat record-high murder rates.

“Hey, Karen. Watch your mouth,” posted Lightfoot on Twitter.

Lightfoot continued to deflect criticism of her administration’s response to the city’s spiraling gun violence this week; blaming a lack of “federal strategy” to curb the shootings.

“We have got to make sure that we do a better job of taking guns out of the hands of criminals,” Lightfoot said Friday on MSNBC Live With Stephanie Ruhle. “We have to have a federal policy on background checks and making sure that dangerous people are not able to go across the border to states like Indiana and get military-grade weapons in quantities and then bring them back to the streets and shoot people up. That’s what’s happening.”

Shootings in May spiked 71% in 2020.

  Hong Kong demands Taiwan officials sign 'one China' document for visa renewal
Posted by: 727Sky - 07-17-2020, 10:27 AM - Forum: Asian Affairs - Replies (1)

When I read stories like this it reminds me of WW2 movies where the German interrogator says to the captured pilot, "We have ways of bending you to our will and making you talk".. I really do hope anyone who does not have to stay in the mainland gets to heck out of there as, you being a foreign national, can be hazardous to you health. The CCP is not shy about making someone a token hostage if your country of origin is on their ever evolving hate/hit list.
 https://www.reuters.com/article/us-hongk...SKCN24I0UM

Quote:TAIPEI (Reuters) - Taiwan officials in Hong Kong have been told their visas will not be renewed if they don’t sign a document supporting Beijing’s claim to Taiwan under its “one China” policy, a person with direct knowledge of the matter told Reuters.

The move comes after Taipei strongly criticised a new security law imposed on Hong Kong by Beijing, and opened an office in Taipei this month to help people who may want to leave the Asian financial hub.
Several Taiwanese officials at its de facto Hong Kong consulate who were due to renew their visas have been asked by the city’s government to sign the document, a senior Taiwan official with knowledge of the matter told Reuters.
The official said the move was unprecedented and presented an “unnecessary political obstacle” for Taipei-Hong Kong ties.
“They won’t issue the visa if we don’t sign the document,” the official said, declining to be named due to the sensitivity of the matter. “It’s entirely a problem created by them.”
“We will try our best to defend our stance. Our representatives in Hong Kong will hold fast to their position.”
The Hong Kong Immigration Department did not immediately respond to a request for comment.
Taiwan’s China policy-making Mainland Affairs Council urged Hong Kong to return to “existing consensus” to maintain normal exchanges between Taiwan and Hong Kong.

“Hong Kong should follow mutual agreements to ensure the office is free from political interference, and should not establish unnecessary obstacles beyond those agreements,” it said in a statement to Reuters.
Taiwan has 15 Taiwanese staff at its de facto consulate in the city, another person with knowledge of the matter said.
China sees Taiwan as part of “one China” and has never renounced the use of force to bring the island under its control.
China has proposed that Taiwan be brought under Chinese rule under a similar “one country two systems” arrangement it offered to Hong Kong. Taiwan President Tsai Ing-wen rejects the proposal, which she calls a “failure”.
The source declined to say exactly how many Taiwan officials were asked to sign the paper but said its acting chief, Kao Ming-tsun, had returned to the island late on Thursday after he refused to sign the document upon his visa renewal.
Reuters was not immediately able to reach Kao for comment.
Kao’s return to Taiwan due to the political spat was first reported by Taiwan online publication Up Media.
Taiwan announced this week it will enhance scrutiny over investment from Hong Kong to prevent illicit money from mainland China, days after Reuters reported the move.

Hong Kong has long served as an important trade and investment conduit between Taiwan and China, which have no diplomatic relations.
Hong Kong’s new security law punishes what China broadly defines as subversion, secession, terrorism and collusion with foreign forces with up to life in prison.
Critics of the law fear it will crush the wide-ranging freedoms promised to the former British colony when it returned to Chinese rule in 1997, while supporters say it will bring stability to the city after a year of sometimes violent anti-government protests.

  Azerbaijan Threatens To Strike Armenian Atomic Plant

Quote:Via AlMasdarNews.com,
The Azerbaijani Ministry of Defense warned on Thursday, that its forces could carry out a precision strike on the Metzamur power station in western Armenia if Yerevan decided to hit Azerbaijani strategic installations.
This after renewed fighting along the historically contested border early this week, as the AP described
Quote:Armenia and Azerbaijan forces fought Tuesday with heavy artillery and drones, leaving at least 16 people killed on both sides, including an Azerbaijani general, in the worst outbreak of hostilities in years.
Skirmishes on the volatile border between the two South Caucasus nations began Sunday. Azerbaijan said it has lost 11 servicemen and one civilian in three days of fighting, and Armenia said four of its troops were killed Tuesday.

In response to Armenian threats to hit the Mingchevir water tank in northern Azerbaijan, the Azerbaijani Defense Ministry spokesman, Colonel Waqif Dargankhali, threatened:
Quote:“The Armenian side should not forget that the latest missile systems available to our army are capable of hitting the Metzamur Atomic Energy Station with high accuracy, which will turn into a great tragedy for Armenia.”
These statements reported in Interfax come against the backdrop of the military escalation in the border region between Armenia and Azerbaijan, which the two sides have accused each other of causing.
Moscow and Tehran have confirmed that they would do their utmost to reduce the tension between Baku and Yerevan, while Turkey aligned with Azerbaijan, has vowed to make Armenia “pay the price” for clashing with Azerbaijan.
Quote:CAUCASUS: Azerbaijan's Defence Ministry states that it can hit Armenia's Metsamor Nuclear Power Plant "with high accuracy", something it says would be a "great catastrophe for Armenia". https://t.co/jguSHiZ5q8
— Conflict News (@Conflicts) July 16, 2020
Meanwhile, the press secretary for the Armenian Ministry of Defense, Shusha Stepanian, announced on Thursday the resumption of clashes on the border between Armenia and Azerbaijan.
[Image: clashesazerarmen.jpg]
Stepanian wrote on her Facebook page: “At 03.40 at night, the Armenian Armed Forces on the front line noticed movements of the enemy forces. Our forces immediately took up the defense and were able to prevent a hostile infiltration attempt. After a fierce battle, the enemy was forced to retreat, after incurring losses.”
According to the Armenian Ministry of Defense, the Azerbaijani units began the attack by bombing the villages of Ijbar and Movsis at 12:20 A.M. using D-30 howitzers.

I do really like to watch old American TV commercials.

Ok this next one is just cool.
You Americans had stuff in the 50's and 60's that the average Chinese person didn't know existed.
We didn't have a communal shared black and white TV until 1995.
That TV was shared with 6 families in our common area of our government issued apartment.

Something i did not know was the first combat helicopter pilot in Viet Nam was a woman by the name of Valerie Andre.  In 1952-53 she flew 129 missions and rescued 165 wounded while flying a Bell-47 . She was also capable of making jumps which she did to perform surgery on two people who needed immediate care..

Did I mention she was a doctor too ? Amazing IMO... Also I would bet she was a female because this was before all the transgender guys competing in women's sports insanity of today.

  I climbed a mountain
Posted by: ChiefD - 07-16-2020, 11:44 PM - Forum: Daily Chit Chat - Replies (2)

I used to be active duty U.S. Navy. One of my duty stations, my favorite one, was at a Navy base in Yokosuka Japan, about 15 miles south of Yokohama. I loved the base, the city, and did a lot of exploring and riding the trains to Yokohama and Tokyo.

I was stationed there from 1985-1987. I decided in late 1985 that I wanted to try something I had never done before - climb a mountain. Japan just happens to have a real nice pretty one - Mt. Fuji. I had seen so many photographs of it and thought of how pretty and serene it looked. There is a narrow window of time in which Japan lets people climb this mountain. Weather can get dicey at times there. The window of opportunity there was during the month of August.

I knew I would have to get myself in the best shape of my life to be able to pull this off. Even though Fuji is considered an “easy” mountain to climb, I knew it would be challenging for me, as I found out I get altitude sickness when traveling through the Rocky Mountains when I was a little kid. So I had a regimen where I did daily calisthenics, running, aerobics, and bike riding to boost my stamina. I also made it a point to do lots of walking up and down hills knowing I would be at an incline.

Mt. Fuji has “stations”. The halfway point of the mountain, which is about 5,500 feet up, is station 5. Station 10 is the summit. Most people, including me, started at the fifth station. I went with a group of people from the Navy Base, and we were bussed to the fifth station. Fun little bus ride. Vehicles cannot go beyond the fifth station. On the way up the mountain to the fifth station, there is one twisty little road with nothing but a huge drop on one side. The way the bus driver took those curves left me feeling queasy before I even started climbing. So we got to the fifth station and got our things together. It was over 90 degrees F at the bottom of the mountain. It was probably in the 70’s at the fifth station. We were literally in the clouds already and it seemed like a thick fog.

We all had backpacks with snacks, canteens of water, warm clothing, and in mine I had a ski jacket also. Did I mention the temperature can drop 30 degrees or so once it gets dark? In August mind you. We all bought a walking stick. It is a wooden stick with bells and a Japanese flag on it. It helps balance you when you’re going up and down the mountain. At each subsequent station, your stick gets branded, like cattle. That is proof you got to that station. There are also places between stations that you can get your stick branded for an additional price. I stopped at every one of them.

So we started walking/climbing at around Noon. The trail went up through pretty pine trees and that at first. I felt fine when I started. After awhile, the trail got a little steeper, and we were above the clouds and the tree line. There were little shrubs, then nothing but rock. The sun brilliantly shined as we continued to climb. After a little more time, I felt like my backpack weighed 50 pounds, and my breathing was a little labored. I slowed down my pace and took my time, like they told us we should do. It wasn’t a race after all.  Even with the sunshine, I could feel the temperature drop, so I took out a long sleeved shirt and put it on over my tshirt. We took plenty of breaks to drink water. The head of the group kept warning us what would happen if we didn’t stay hydrated. After several hours, we got to a resting lodge at the eighth station. I’m guessing we were about 9,500 feet up at that point. I was so tired. We were able to rest until about 2 AM, when we had to start our final push to reach the summit at sunrise. I slept good.

When we all were woken up, I had a terrible headache and felt like my ears were ringing. I took some Tylenol and drank a little water. Then I realized I had to go to the bathroom. There was one little outhouse with a line outside it. When I finally got there to do my thing, I damn near passed out from the smell. It was beyond awful. When I got back outside, it was cold (about 25 degrees) and there was a stiff wind. I had my two shirts and ski jacket on and was still freezing. I also had a very large flashlight. You need that when it’s dark. I mean black as the ace of spades dark. The trail was very narrow at this point, and you could not pass anyone. Not that I would have. I was shuffling along like a zombie at this point. Then I started to feel sick. And I eventually puked. I was really embarrassed. We had a couple of Navy Hospital Corpsman with our group. This one lady, who was an E5, took charge. She sat me down and made me drink an entire canteen of water. I probably had some altitude sickness, and I was dehydrated at that point. She wouldn’t let me go any further until I drank the entire canteen.

I did, and felt a little better. She stuck with me and told me to slow down, that she felt I was going too fast earlier. So I did. I still got to the summit in plenty of time to see the sunrise. I’m so grateful she helped me. I probably wouldn’t have gotten to the summit if it weren’t for her help and motivation. And it was the most beautiful sunrise I have ever seen in my life. Mt. Fuji is over 12,000 feet at its summit, over two miles high. Pictures wouldn’t do it justice, although I wanted to take a few. But my cheap ass disc camera shit the bed the day before, and none of the film was able to be developed.  So the only proof I have that I climbed Mt. Fuji is my branded walking stick. I took a pic of both sides of the stick. I’m so glad I did this. I would never do it again. Even being young and in pretty good shape, it was difficult for me. Physically it was the hardest thing I ever did.

Big Grin Florida Felons Can't Vote Afterall
Posted by: xuenchen - 07-16-2020, 11:18 PM - Forum: 2020 Presidential Race - Replies (6)

Looks like the Supreme Court has allowed a lower court ruling to stand.

Another lower court previously allowed felons to register and vote, but that was halted by a different court.

Now the SCOTUS says felons can't vote !!

Well how about somebody making sure they don't vote anyway especially in some of those Florida Counties that have long histories of fraud and convenient mistakes.

Naturally the "Liberal" Justices dissented (shocking).

So if Felons do vote fraudulently, they commit another Felony anyway !!  smallfit

Quote:The U.S. Supreme Court declined on Thursday to overturn a federal appeals court’s decision that blocked some Florida felons’ eligibility to participate in elections — a major blow to efforts to restore voting rights to as many as 1.4 million people in the battleground state.

The decision lets stand a temporary halt by the U.S. Court of Appeals for the 11th Circuit of a judge’s order that had cleared the way for hundreds of thousands of felons in the state to register to vote.

In early July, the Campaign Legal Center in Washington petitioned the high court to lift the stay, arguing that the appeals court decision had “thrown the election rules into chaos.”

But on Thursday, the U.S. Supreme Court denied that request. Three liberal justices noted their dissent, with Justice Sonia Sotomayor writing that the court’s decision “prevents thousands of otherwise eligible voters from participating in Florida’s primary election simply because they are poor.”

Trumps executive order

The President’s Executive Order on Hong Kong Normalization

Quote:By the authority vested in me as President by the Constitution and the laws of the United States of America, including the United States-Hong Kong Policy Act of 1992 (Public Law 102-393), the Hong Kong Human Rights and Democracy Act of 2019 (Public Law 116-76), the Hong Kong Autonomy Act of 2020, signed into law July 14, 2020, the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.) (NEA), section 212(f) of the Immigration and Nationality Act of 1952 (8 U.S.C. 1182(f)), and section 301 of title 3, United States Code,

I, DONALD J. TRUMP, President of the United States of America, determine, pursuant to section 202 of the United States-Hong Kong Policy Act of 1992, that the Special Administrative Region of Hong Kong (Hong Kong) is no longer sufficiently autonomous to justify differential treatment in relation to the People’s Republic of China (PRC or China) under the particular United States laws and provisions thereof set out in this order.  In late May 2020, the National People’s Congress of China announced its intention to unilaterally and arbitrarily impose national security legislation on Hong Kong.  This announcement was merely China’s latest salvo in a series of actions that have increasingly denied autonomy and freedoms that China promised to the people of Hong Kong under the 1984 Joint Declaration of the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the People’s Republic of China on the Question of Hong Kong (Joint Declaration).  As a result, on May 27, 2020, the Secretary of State announced that the PRC had fundamentally undermined Hong Kong’s autonomy and certified and reported to the Congress, pursuant to sections 205 and 301 of the United States-Hong Kong Policy Act of 1992, as amended, respectively, that Hong Kong no longer warrants treatment under United States law in the same manner as United States laws were applied to Hong Kong before July 1, 1997.  On May 29, 2020, I directed the heads of executive departments and agencies (agencies) to begin the process of eliminating policy exemptions under United States law that give Hong Kong differential treatment in relation to China.

China has since followed through on its threat to impose national security legislation on Hong Kong.  Under this law, the people of Hong Kong may face life in prison for what China considers to be acts of secession or subversion of state power –- which may include acts like last year’s widespread anti-government protests.  The right to trial by jury may be suspended.  Proceedings may be conducted in secret.  China has given itself broad power to initiate and control the prosecutions of the people of Hong Kong through the new Office for Safeguarding National Security.  At the same time, the law allows foreigners to be expelled if China merely suspects them of violating the law, potentially making it harder for journalists, human rights organizations, and other outside groups to hold the PRC accountable for its treatment of the people of Hong Kong.
I therefore determine that the situation with respect to Hong Kong, including recent actions taken by the PRC to fundamentally undermine Hong Kong’s autonomy, constitutes an unusual and extraordinary threat, which has its source in substantial part outside the United States, to the national security, foreign policy, and economy of the United States.  I hereby declare a national emergency with respect to that threat.

In light of the foregoing, I hereby determine and order:
Section 1.  It shall be the policy of the United States to suspend or eliminate different and preferential treatment for Hong Kong to the extent permitted by law and in the national security, foreign policy, and economic interest of the United States.
Sec2.  Pursuant to section 202 of the United States-Hong Kong Policy Act of 1992 (22 U.S.C. 5722), I hereby suspend the application of section 201(a) of the United States-Hong Kong Policy Act of 1992, as amended (22 U.S.C. 5721(a)), to the following statutes:

(a)  section 103 of the Immigration Act of 1990 (8 U.S.C. 1152 note);

(b)  sections 203©, 212(l), and 221© of the Immigration and Nationality Act of 1952, as amended (8 U.S.C. 1153©, 1182(l), and 1201©, respectively);

©  the Arms Export Control Act (22 U.S.C. 2751 et seq.);

(d)  section 721(m) of the Defense Production Act of 1950, as amended (50 U.S.C. 4565(m));

(e)  the Export Control Reform Act of 2018 (50 U.S.C. 4801 et seq.); and

(f)  section 1304 of title 19, United States Code.

Sec3.  Within 15 days of the date of this order, the heads of agencies shall commence all appropriate actions to further the purposes of this order, consistent with applicable law, including, to:

(a)  amend any regulations implementing those provisions specified in section 2 of this order, and, consistent with applicable law and executive orders, under IEEPA, which provide different treatment for Hong Kong as compared to China;

(b)  amend the regulation at 8 CFR 212.4(i) to eliminate the preference for Hong Kong passport holders as compared to PRC passport holders;

©  revoke license exceptions for exports to Hong Kong, reexports to Hong Kong, and transfers (in-country) within Hong Kong of items subject to the Export Administration Regulations, 15 CFR Parts 730-774, that provide differential treatment compared to those license exceptions applicable to exports to China, reexports to China, and transfers (in-country) within China;

(d)  consistent with section 902(b)(2) of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (Public Law 101-246), terminate the export licensing suspensions under section 902(a)(3) of such Act insofar as such suspensions apply to exports of defense articles to Hong Kong persons who are physically located outside of Hong Kong and the PRC and who were authorized to receive defense articles prior to the date of this order;

(e)  give notice of intent to suspend the Agreement Between the Government of the United States of America and the Government of Hong Kong for the Surrender of Fugitive Offenders (TIAS 98-121);

(f)  give notice of intent to terminate the Agreement Between the Government of the United States of America and the Government of Hong Kong for the Transfer of Sentenced Persons (TIAS 99-418);

(g)  take steps to end the provision of training to members of the Hong Kong Police Force or other Hong Kong security services at the Department of State’s International Law Enforcement Academies;

(h)  suspend continued cooperation undertaken consistent with the now-expired Protocol Between the U.S. Geological Survey of the Department of the Interior of the United States of America and Institute of Space and Earth Information Science of the Chinese University of Hong Kong

Concerning Scientific and Technical Cooperation in Earth Sciences (TIAS 09-1109);

(i)  take steps to terminate the Fulbright exchange program with regard to China and Hong Kong with respect to future exchanges for participants traveling both from and to China or Hong Kong;

(j)  give notice of intent to terminate the agreement for the reciprocal exemption with respect to taxes on income from the international operation of ships effected by the Exchange of Notes Between the Government of the United States of America and the Government of Hong Kong (TIAS 11892);

(k)  reallocate admissions within the refugee ceiling set by the annual Presidential Determination to residents of Hong Kong based on humanitarian concerns, to the extent feasible and consistent with applicable law; and

(l)  propose for my consideration any further actions deemed necessary and prudent to end special conditions and preferential treatment for Hong Kong.

6.  The prohibitions in section 4(a) of this order include:

(a)  the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to section 4(a) of this order; and

(b)  the receipt of any contribution or provision of funds, goods, or services from any such person.

Sec
7.  The unrestricted immigrant and nonimmigrant entry into the United States of aliens determined to meet one or more of the criteria in section 4(a) of this order, as well as immediate family members of such aliens, or aliens determined by the Secretary of State to be employed by, or acting as an agent of, such aliens, would be detrimental to the interest of the United States, and the entry of such persons into the United States, as immigrants and nonimmigrants, is hereby suspended.  Such persons shall be treated as persons covered by section 1 of Proclamation 8693 of July 24, 2011 (Suspension of Entry of Aliens Subject to United Nations Security Council Travel Bans and International Emergency Economic Powers Act Sanctions).  The Secretary of State shall have the responsibility of implementing this section pursuant to such conditions and procedures as the Secretary has established or may establish pursuant to Proclamation 8693.

Sec
8.  (a)  Any transaction that evades or avoids, has the purpose of evading or avoiding, causes a violation of, or attempts to violate any of the prohibitions set forth in this order is prohibited.

(b)  Any conspiracy formed to violate any of the prohibitions set forth in this order is prohibited.

Sec
9.  Nothing in this order shall prohibit transactions for the conduct of the official business of the Federal Government by employees, grantees, or contractors thereof.

Sec
10.  For the purposes of this order:

(a)  the term “person” means an individual or entity;

(b)  the term “entity” means a government or instrumentality of such government, partnership, association, trust, joint venture, corporation, group, subgroup, or other organization, including an international organization;

©  the term “United States person” means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States; and

(d)  The term “immediate family member” means spouses and children of any age.

Sec
11.  For those persons whose property and interests in property are blocked pursuant to this order who might have a constitutional presence in the United States, I find that because of the ability to transfer funds or other assets instantaneously, prior notice to such persons of measures to be taken pursuant to section 4 of this order would render those measures ineffectual.  I therefore determine that for these measures to be effective in addressing the national emergency declared in this order, there need be no prior notice of a listing or determination made pursuant to section 4 of this order.

Sec
12.  The Secretary of the Treasury, in consultation with the Secretary of State, is hereby authorized to take such actions, including adopting rules and regulations, and to employ all powers granted to me by IEEPA as may be necessary to implement this order.  The Secretary of the Treasury may, consistent with applicable law, redelegate any of these functions within the Department of the Treasury.  All departments and agencies of the United States shall take all appropriate measures within their authority to implement this order.

Sec
13.  The Secretary of the Treasury, in consultation with the Secretary of State, is hereby authorized to submit recurring and final reports to the Congress on the national emergency declared in this order, consistent with section 401© of the NEA (50 U.S.C. 1641©) and section 204© of IEEPA (50 U.S.C. 1703©).

Sec
14.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

©  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Sec
15.  If, based on consideration of the terms, obligations, and expectations expressed in the Joint Declaration, I determine that changes in China’s actions ensure that Hong Kong is sufficiently autonomous to justify differential treatment in relation to the PRC under United States law, I will reconsider the determinations made and actions taken and directed under this order.

What happened: While detained at a juvenile hall in Los Angeles, a 16-year-old boy was given estrogen to treat a behavioral health disorder, according to a lawsuit. Estrogen is not currently an established treatment for the boy’s diagnosis.

The teenage boy, who has not been identified, was diagnosed with oppositional defiant disorder (ODD) two days after he was arrested and held at Eastlake Juvenile Hall in June of last year. The doctors’ ODD diagnosis was “correlated with elevated levels of testosterone and delinquency in male youths,” according to the lawsuit filed against doctors Danny Wang and David Oh and the County of Los Angeles.

The boy was prescribed 13 doses of the hormone estrogen “without obtaining voluntary and informed consent” of himself or his parents, according to the filing with the court. The lawsuit described the treatment as “experimental.”

Estrogen is not a treatment for ODD. I can’t be more emphatic about that. You won’t find a reference anywhere that supports the use of estrogen for ODD. — James McGough, a professor of clinical psychiatry at UCLA, Los Angeles Times

Later, the boy developed female breast tissue, and was diagnosed with gynecomastia, “which is the enlarging of his breast tissue, that did not exist prior to taking the estrogen pills.” He also experienced “psychological, emotional, and cognitive symptoms of depression, anxiety, insomnia, inability to concentrate, attention problems, and headaches.”

ODD is a behavioral condition that is mostly diagnosed in childhood and is sometimes diagnosed in patients with attention deficit hyperactivity disorder (ADHD). ODD is normally treated with therapy, and not estrogen, said James McGough, a professor of clinical psychiatry at UCLA.

The Frontlines: Many times, young people who act out are diagnosed with conditions like ODD when in reality, they’re trying to regulate difficult emotional experiences. According to Child Mind Institute, there are many common psychiatric symptoms that are easily misinterpreted in children and teenagers, leading to misdiagnosis and improper treatment.
  • Two of the most common diagnoses in school settings are ODD and ADHD, both of which include symptoms many people consider “acting out.” In children and teenagers, “acting out” behaviors can be signs that a child is having difficulty and needs support
  • With trauma, children and adolescents can experience irritable or aggressive behavior, hypervigilance, problems in concentration, to name a few symptoms, which are similar to ADHD, says the American Counseling Association.
  • In addition, children and adolescents can have traumatic experiences that lead to mental health problems, including post-traumatic stress disorder (PTSD). However, diagnosing PTSD in children is challenging, according to National Institutes of Health.

A Mighty Voice: Our contributor, Siobhán, shared how her misdiagnosis almost made her lose everything. “Last spring, I entered treatment for the first time since 2006, with a new team of therapist and psychiatrist. I was thoroughly honest with both about my previous bipolar disorder diagnosis 16 years ago; both disagreed, and told me they believed it to be adult attention-deficit/hyperactivity disorder (ADHD).” You can submit your first person story, too.
