Last weekend, there was a riot in Frankfurt am Main.  35 arrested by the police, windows shattered, etc.

Today, a demonstration march by at least 20,000 in Berlin protesting government coronavirus restrictions.  Police blocked the march because many of the participants were without masks . . .

Methinks governments, sooner or later, are going to let everyone behave without excess restrictions again just to avoid incidents like riots and demonstrations.

So, the USA isn't the only country having issues with states adopting policies that are at odds with those of the federal government.
